It's a very quotable quote but I'd like to know a little about the author.

FYI, Jordan, a simple Google search showed that many bloggers liked this quote but there doesn't seem to be any reference to an actual person.

I'll restrain myself from returning sarcasm in kind.

Given that Lord (Rupert Ernest) William Gascoyne-Cecil was born in 1863, I find that unlikely.
